Viet Nam and Japan implement coperation agreement on AI and digital transformation

<p style="text-align: justify;">On the morning of 2 October 2026 in Tokyo, Minister of Science and Technology Vu Hai Quan held a working session with Japanese Minister for Internal Affairs and Communications Fujii Hisayuki.</p>

The two sides agreed on an implementation plan for the Memorandum of Understanding (MOU) on Information and Communications Technology (ICT) and Digital Transformation signed on 2 May 2026.

The MOU was signed during Japanese Prime Minister Takaichi's visit to Viet Nam, concretizing the commitments made by the two Prime Ministers to bolster autonomy and collaboration in priority sectors such as AI, semiconductors, and digital infrastructure. Both countries aim to develop AI models that reflect Vietnamese language and culture, including Vietnamese language AI and specialized foundational models.

Overview of the working session

The two ministers also discussed the Japan–ASEAN AI Co-Creation Initiative, which rests on four pillars: developing AI solutions; establishing institutional frameworks and governance; fostering human resources and ensuring safety; and researching indigenous AI models and data sharing. The initiative promotes cooperation among governments, enterprises, and universities, working towards a safe, secure, and trustworthy AI ecosystem.

Both sides agreed to operationalise the MOU through specific programmes covering AI, large language models, AI governance, digital infrastructure, IoT, and human resource development, with a focus on capacity building for executives in the fields of science, technology, and digital transformation.
