Science, Technology and Innovation: A Key Pillar of Viet Nam - India Cooperation

<p style="text-align: justify;">On the afternoon of May 6, 2026, in New Delhi, Minister of Science and Technology of Viet Nam Vu Hai Quan held a working session with Minister of Science and Technology of India Dr. Jitendra Singh.</p>

Viet Nam and India agreed to strengthen mutually beneficial research and development cooperation in core technologies and deep tech, with a focus on artificial intelligence, semiconductors, biotechnology, and rare earth extraction and processing.

At the meeting, the two Ministers emphasized that science and technology cooperation had been identified by General Secretary To Lam and Prime Minister Narendra Modi as a priority pillar during their high-level talks, as the two countries mark the 10th anniversary of the Viet Nam - India Comprehensive Strategic Partnership. This cooperation is particularly important as Viet Nam and India are advancing digital transformation, knowledge-based economic development and strategic technology sectors.

Viet Nam and India agreed to strengthen mutually beneficial research and development cooperation in core technologies and deep tech, with a focus on artificial intelligence, semiconductors, biotechnology, and rare earth extraction and processing.

Minister Vu Hai Quan proposed four priority areas for cooperation:

  • Exchange of researchers and experts in key technology fields; 
  •  Experience sharing in policies for basic research and technology commercialisation; 
  •  Promotion of joint research funding mechanisms; 
  •  Expanded sharing of research infrastructure and laboratory systems, along with cooperation in scientific integrity.

Both sides also agreed to maintain the Viet Nam - India Joint Committee on Science and Technology at the Deputy Minister level to promote the effective implementation of concrete cooperation programmes. Each country will appoint a Deputy Minister to co-chair the mechanism and designate a focal point to coordinate and monitor the agreed areas of cooperation./.
