Minister Vu Hai Quan: Viet Nam considers intellectual property a key pillar of development

<p style="text-align: justify;">Addressing the 68th session of the General Assemblies of the Member States of the World Intellectual Property Organization (WIPO) in Geneva, Switzerland, Minister of Science and Technology Vu Hai Quan affirmed that Viet Nam is steering towards a socio-economic development model driven by science, technology, and innovation, with intellectual property serving as a particularly important pillar.</p>

Highlighting WIPO's role in the development of the global intellectual property (IP) system, the Minister highly commended WIPO's initiatives over the past term aimed at fostering global innovation and IP. He expressed confidence that WIPO will continue to position IP as a vital tool to bolster competitiveness and drive socio-economic growth for all nations, and acknowledged WIPO’s effective cooperation and support for Viet Nam over the years.

Briefing the Assembly on Viet Nam's latest major policies on IP, the Minister stated that on June 17, 2026, the Politburo of the Communist Party of Viet Nam issued Conclusion No. 51-KL/TW. This document outlines major strategic orientations for IP, including finalizing the modern and synchronized IP institutional framework tailored for the digital economy; accelerating the commercialization and exploitation of IP assets; enhancing the protection and enforcement of IP rights; fostering a culture of respect for IP; and actively promoting international integration, effectively implementing international commitments, and strengthening global cooperation on IP.

Based on these strategic directions, Viet Nam is moving toward a socio-economic development model rooted in science, technology, and innovation, in which IP represents a key pillar. At the same time, Viet Nam reaffirms its resolve to construct a transparent, robust, and highly effective IP system, ensuring the legitimate rights and interests of all stakeholders.

Underscoring Viet Nam's responsibility towards the international IP system, the Minister affirmed Viet Nam’s commitment to fully complying with its international obligations under both multilateral and bilateral IP treaties. Viet Nam looks forward to continuing its close collaboration with WIPO and member countries to jointly develop a modern, balanced, and effective global IP ecosystem, thereby contributing to global innovation.

During the 68th session of the WIPO General Assemblies, the Vietnamese delegation actively engaged in various bilateral and multilateral external activities to strengthen relations with international partners, leverage technical assistance resources, and bolster IP cooperation. Notably, the delegation signed a Memorandum of Understanding (MoU) between the IP Office of Viet Nam (IP Viet Nam) and the Spanish Patent and Trademark Office. The delegation also held working sessions with specialized divisions of WIPO on IP commercialization, support for enterprises, and the modernization of IP offices, as well as discussions with the International Union for the Protection of New Varieties of Plants (UPOV) to expand cooperation in fields of mutual interest./.
